We had a similar requirement about two years ago and were not happy with the off-the-shelf SAS-macro based report-generators that we found or the very expensive custom solutions that vendors were willing to put together.

Luckily, XML had just become available and we were able to use it to integrate SAS with off-the-shelf industrial-strength publishing software. We've been frequenting SUG and DIA meetings since then talking about using XML to add flexibility and automation to SAS. Papers in PDF are available at http://www.zbi.net/NewFiles/Presentations.html
