Your best bet may be to use a program like DBMSCopy. While it is one thing to
transfer a data file (and variable labels) from SPSS to SAS, SAS manages value
labels in a fundamentally different way than SPSS thus according to those I
have spoken with there is no clear way to transfer value labels from SPSS to
SAS.
