You might want to check out PROC SURVEYSELECT, a Version 8 SAS/STAT
procedure designed to handle random sampling. It can do what you want very
straightforwardly with something like:
proc surveyselect data=yourdata out=yoursample n=5;
You can program things yourself, but using a tool makes things go faster.
