Without looking at your data, your post does suggest that you can use PROC FREQ to obtain what you are seeking. You might also want to explore the OUT= option in PROC FREQ, which you can use to create an output data set, as well as the functionalities of PROC MEANS. which might also be useful in analyzing your data set, as it has a number of tools that are not available in PROC FREQ.
