If you created a frame and set the tab order using the Tab Order... dialog, and then saved as a composite, the tab order is not retained in the composite definition. However, all is not lost.

Open your composite in the Class Editor. Select System Attribute named ComponentDefinition. Click on the Initial Value elipsis (...) That should open the Composite Definition window. Use the View / Tab Order... menu choice to open the dialog in which you can specify how tabbing should occur in the composite.
