Unfortunately, BASE doesn't do scheduling in the fashion you want.

Depending on the operating system of the computer you are using, there are scheduling packages on most if not all of them to allow you to define such a schedule. You would put your program together, and then have the scheduler run SAS < your_file_goes_here on the frequency/at the time required.

Without more information, such as computer (OS/390 vs. Windows 2000), helpful hints won't take you very far.
