An "upgrade" to W2k (even from NT) _can_ get a little funny.
A "Clean Install" of W2k is usually stable.

as an "upgrade"?

Did anyone check to see if the SETINIT parameters were
valid? Often you have to update them after an install ...
Do the 'power users' have proper permissions to write
to needed directories (i.e. WORK)?

Relax. Sort out the details. Find out what they
_are_ doing and what they _are_ _not_ doing ...
I'm not aware of any serious problems with running
W2k/8.2. But you gotta properly install/update/configure ...
I think I'd have a chat with the folks responsible for
desktop support. If they support SAS, they (possibly
with a little help) need to formulate a viable approach
to the W2k migration. Shouldn't be too difficult if
they're cooperative.
