Thanks to everyone for their suggestions the most useful of which pointed me to http://www.wrkgrp.com/uniSPF/index.html from where I installed an evaluation copy of uniSPF which behaved quite well until I tried to configure PF keys.

I am intrigued by FSLIST but I am unsure of the syntax.

Using Program Editor with X truncated at 256 characters.
