Rebecca,
Let me know if you don't find a method that satisfies your need.
My staff maintains a database of VINs and each vehicle's characteristics, as
well as decoding software, but only for the VINs that exist in the Canadian
market.
Unfortunately, both the database and software are proprietary to the
Canadian insurance industry. However, depending upon what is needed, and
why, the industry has been known to be accomodating.
