When you choose to download our tools you receive the following copyright statement. I hope this clarifies your remark related to "personal use".

Further, the user may not modify the Software, other than for User's own personal or internal business use.

I wonder how many people have a copy of SAS for "personal use". Other than students, almost everyone uses it for business or professional purposes.
