Yes, SAS 8.2 should be a good choice for that. I saw, that it is possible to send e-mails with SAS and the data manipulation, also on the file system of Win2K is possible. So you have all you need. For composing and sending e- mails, you should have a look into the archives of this list or in the manuals.
