Here are a few directions for Lake Horton that I quickly copied and pasted from GABO archives. (Check the southern half of the lake for the loon.)

Directions from Fayetteville go south GA Hiway 85 & 92, left on GA92, continue to Antioch Road, turn right on Antioch and take to the end of the road to view the dam. DeLorme page 26 H-2.

My 1998 Delorme map has the area on p. 26 G or H 2 but doesn't show or list the reservoir. An RBA post stated: Lake Horton in Fayette County: Take GA 95/92 south out of Fayetteville. Turn left on GA 92. Just past Hart's Crossing Baptist Church, turn right on Antioch Road. Antioch deadends at the lake. Access Atlanta says: Lake Horton Fees: None Fish: Bass, bream and catfish Size: 780 acres Facilities: 2 boat ramps, walking trails Restrictions: Electric motors only Dates of operation: 6:30 a.m. - 6:30 p.m. Owner: Fayette County More info: P. O. Box 190 Fayetteville, GA 30214 770-461-1146 Directions: On Antioch Road south of Fayetteville off GA Hwy 92

Marion's link provides a much clearer picture of the immediate area around the lake (thanks); however, the DeLorme map section where it is located (pg. 26, H2 & 3) is missing both some of the nearby road names & of course, the lake itself. Backing up on the Fayette website to get a bigger picture led me to a county-wide map for the county's water system that includes the various reservoirs & provides a few more road names to help in exactly locating where it is in reference to DeLorme. Comparing with the DeLorme map, Lake Horton appears to take in Burch Lake. The key to finding it is locating "Rising Star Rd." which branches off on the west side of Antioch Rd. south of Woolsey, as well as Grant Rd. which apparently is just south of the reservoir. The lower portion of Antioch Rd. & Burch Rd. (unlabeled in DeLorme) are under water now I guess.
