Okay, here's two bits of advice:
 Your copy of SUDAAN ought to run just fine with SAS 9.1 . Install
then do the install of SUDAAN for SAS 9.1, and you should be set.
 ABT Associates has a lot of stat expertise and a lot of SAS
Isn't there anyone who can get you out of SUDAAN once you are using 9.1?
I have seen SUGI papers by ABT people like David Izrael on survey
issues, so I know someone there ought to be able to help...
