Okay, here's two bits of advice:

[1] Your copy of SUDAAN ought to run just fine with SAS 9.1 . Install 9.1, then do the install of SUDAAN for SAS 9.1, and you should be set.

[2] ABT Associates has a lot of stat expertise and a lot of SAS expertise. Isn't there anyone who can get you out of SUDAAN once you are using 9.1? I have seen SUGI papers by ABT people like David Izrael on survey sampling issues, so I know someone there ought to be able to help...
