This is perhaps what that proc sql does and there are legitimate reasons

Subject: Proc SQL question
I am looking over a SAS program I inherited. The code runs a proc sql which
creates a table called mypts then runs a second proc sql which creates a
table also called mypts. Am I crazy or stupid or is the second table
overwriting the first? I think that is the case. Looking in explorer after
each run I find only one table. Sorry to bother with such a trivial
question but I can not believe the guy who wrote this would do this.
