You haven't described or given an example of 'the selection process'
Is it selecting N cities out of 39,092
Or is it selecting M phrases out of N*93**2 phrases (assuming prefix and
suffix can be applied independently); N*93 phrases if prefix and suffix are
applied in a one-to-one relation (in which case I ask why are the prefix and
suffix in separate tables)
Or is it selecting matches to the M phrases from some yet unnamed table.
