Given no mention of your platform(s), applications, etc, etc? Question is too broad for po' me. :-)

If you are licensed for 8.x, you are licensed for 9.x. Suggest you test-install 9.x on >= 1 of your platforms and do some serious testing and/or supply sas-l with more info regarding systems, applications, SAS facilities in common use at your shop, etc.
