Get into SAS like you'd usually do, to develop or run programs.  Cut 'n'
paste the SASINIT code into Program Manager and run it.  I've updated
setinit on both client and server machines that way.  It's possible that
running IIS might involve a different process, but I'd be surprised if that
were the case.
