Jack,
I even doubt that a essay answer would be sufficient as you not only should
meet the required specification and get a correct result, but IMHO the best
programs will not be written to advanced nor to basic for the general
programming team at that company and/or division. Thus any multiple choice
question would be a poor measure and an essay would simply take too much
information that a intervieweeeee would not have. However, I guess one
could phrase the essay question in such away that you could factor out the
skill set of the existing team and have it focus on how would you solve this
problem and why did you take that approach versus another.

I don't think there is any satisfactory multiple-choice question approach to
your problem. Only essay questions will work.
If they're going to be using base SAS, I'd start with "Explain the _TYPE_
variable in PROC SUMMARY, the LAG function in the data step, and the COLUMNS
statement in PROC REPORT." For the COLUMNS statement, you might substitute
the TABLES statement in PROC TABULATE or the FILE statement in the data
step. I could easily talk for 10 minutes on any of those subjects without
repeating myself or exhausting the topic.
