The Transform menu item is not intended for transforming everything, like
graphs. It is only for transforming variables in the working data file (e.g.
creating and computing new variables, recoding existing variables, and so
on).
To modify a graph, double click on it to enter the Edit mode, and then use
the menu you will find there.
