Thanks for the help everyone. David, thanks for the info on how to do the selection process. The survey has actually already been done and what I wrote was actually the feedback that I got from the survey takers on how the survey selection was conducted. I was unsure on how to set it up in surveylogistic. I am familiar with proc logistic. I am not sure on how to code the weights. For example would the weight for ZIP1 from Oregon weight be calculated (1/(.35*.3*.6))= 15.9. Another troublesome aspect of is that these surveys are taken monthly; therefore the numbers taken per month will be different (the weights are constant though). We need to combine all the month surveys into one big dataset with the correct population totals and weights.
