I would also suggest Designing and Conducting Health Surveys, Second Edition by Lu Anne Aday. Although her examples involve health surveys, her advice is applicable to any type of survey.

From my friend: "I'd like to develop a small to medium level of sophistication about survey design issues and their consequences for survey interpretation. Some examples of issues I want to acquire some competence in:

What aspects of wording matter?

How much do I try to verify responses by asking somewhat redundant questions?

Is there a quick guide to the use of each question type (single answer checkbox, multiple answer checkbox, Y/N, scale of 1 to 5, etc)?

I am not planning on learning all the science underlying surveys, I just want guidelines to getting clear and reliable results. "
