You can specify this in Ctables syntax, or, if you are using the dialog, right click on a variable in the canvas and check both names and labels items in the context menu.

How do I get SPSS to display variable names as well as variable labels for a
"table of frequencies" in the Table module.

Changing the "output labels" options does not seem to apply here.
