Hi Parveen,
it is not terribly easy to find discussions of this algorithm. Try
to find the article regarding the BIRCH algorithm (Zhang,
Ramakrishnon, and Livny,1996). Google, perhaps.
If memory serves at least Zhang was (is?) an SPSS employee so I don't
think you will be able to do it directly in SAS.
If your intention (implied) is rather to replicate it elsewhere by
writing you own algorithm that would seem a bit daunting but the
algorithm is detailed in a 6 page .pdf found under Help ... Algorithms
... TwoStep_Cluster.pdf in SPSS.
