The SAS 9 DATA step interfaces reasonably nicely with C# and Java.

Also look for more SUGI papers by Richard on the data step
component JavaObj .
There are plenty of other ways to interface with an external process
in SAS. They include:
* write to a file, read the file in SAS (lame!)
* use the PIPE filename engine to pipe results into a SAS data step
* use the SOCKET filename engine to do real socket reading to/from the
And there are more ways.
Now then, you have plenty of *other* options as well. R is designed
to allow C programs to be 'inserted' as modules. So that's another option.
But do you need this at all? What are you trying to do that requires
such an effort? SAS has a huge range of procedures for methematical
optimization and econometric analysis. It also has a full-fledge matrix
language SA/IML which is designed to interface with the rest of SAS,
and a variaety of ways of interfacing with the user.
So first you would have to convince me that what you want is not
already done by a SAS proc or cannot be done easily in a data step.
