The command you want is GET SAS. The easiest thing to do is to use the File/Open/Data menu to generate the syntax (or just open the file that way).

As far as an analogue goes, it depends on what you want. SPSS has the portable file format, which is read and written with the IMPORT and EXPORT commands, but the SPSS SAV file is cross platform readable and SPSS can write files in many formats, including SAS, so the portable file isn't needed very often.
