I don't think it would be that hard for an organization like SAS.

Here is an annotatable online docset that I've found very useful. http://www.php.net/manual/en/ref.pcre.php

You can rip the online docset provided with your installation, and edit the html files if so desired. See http://www.devenezia.com/downloads/sas/docs/
