You can use strata to generate different baseline hazard functions in SPSS.
That's the closer it comes. However, the effect of each predictor on the
baseline hazard would be the same across strata.

Subject: A question: Multilevel Cox regression or logistic regression
Hi SPSS listers:
One book (2006) indicates only STATA can performed multilevel survival
analysis at the present. I check click and point of SPSS menu bar it does
not show any options of multilevel Cox regression or logistic regression
under mixed models or generalized linear models.
Can SPSS 15.0 run multilevel Cox regression or multilevel logistic
regression by click and point or by syntax? If not, can SAS 9.0 perform both
regression?
Many thanks.
Amy Hsieh
