At least two options: R and PSPP.
The Hmisc and the Foreign package are relevant for R
http://cran.r-project.org/package=Hmisc (POR files)
http://cran.r-project.org/web/packages/foreign/index.html (SAV files).
PSPP is an open source alternative to spss. Quite limited, but reading files works.
