Maybe on a jailbroken iPad. I don't think the standard iPad has a Windows or Linux emulator, and it's unlikely that SAS Institute will produce an iPad version anytime soon.
You could, of course, run SAS on your Mac and control it with Back To My Mac. Parallels makes an iPad viewer for its virtual sessions, but I haven't tried it.
