I just wanted to let you all know that we were able to relocate the Black-Headed Gull this morning at the Frank W. Spencer Boat Ramp Park around 8:15am this morning. He was mostly around the Hooded Mergansers again. I observed him for about an hour, and when I left the boat ramp, he was still there. He was mostly spending time around the North East side of the water, across the way from the boat ramp towards the private docks. But at one point he did venture closer towards the boat ramp.

UPDATE from 11:30am: My boyfriend Nicholas Martens went out to the boat ramp and was not able to relocate the gull. It appears low tide is the best time to go.
