So, I'll answer the question myself.
I think I found the answer when reading the relatively new SI newsletter
for MVS users called 'MVS SAS Direct'. Check it out at
http://www.sas.com/service/doc/periodicals/mvsdirect/Current/index.html
The newsletter answers such important questions as 'Why MVS SAS?' and
'What is 6.09E?'. Under the latter question is a link to a section
that summarizes the new features and under the SAS/GRAPH new features
is the line:
This release also offers new device drivers for PostScript
devices with ISO 8859 Mods and PostScript devices with ISO
Latin1 Encoding.
I therefore conclude that the IMGGIF driver is not included.

But why? It makes sense to me to convert the graphs to GIF's where
they are generated and then to move them to the web server. It seems
like one will have to have a UNIX or Windows version of SAS to do the
conversion. Seems to me to me a marketing ploy to get folks interested
in providing information over the web to get SAS on non-mainframe
platforms. Or does anyone know a technical reason for this?
