It sounds like you need the 'SIR/DBMS' and 'SIR/FORMS' software.
It has all the capabilities you have specified, and more,
e.g., full support for hierarchical and network databases,
a command-syntax quite similar to that used by SPSS,
generation of command/data files for easy input to SPSS and SAS.
