I very much want syntax files to remain simple ASCII text. I occasionally end up using an ASCII editor to write syntax files because of some advanced features that are lacking in the Syntax editor.

Your idea is interesting, if SPSS can be made to read implement such a feature by just reading the ASCII text and maybe looking for blank lines or the start of a new command and using that info to create the outline view.
