In fact,

If you are from a university, the chances are your university will have a special University Site License. If the licensing policies are anything like here in Australia you should be able to get a copy of SAS with the University's licensing terms, for a small fee(used to reclaim some of the licensing costs to the university). All licensing policies in Australia are verified by the US, so it may be worth following up on.
