I'm not an expert with Access, but with other DBMS's I've used you
could easily set up a plain text report with values embedded in it. If
Access allows this, I'd try to set up so it will actually generate the
VALUE LABELS syntax for you. So the end report would look something
VALUE LABELS varname1 'key1' 'label1' 'key2' 'label2' ... /
varname2 'key1' 'label1' 'key2' 'label2' ... /
If you can't do that, the next best thing is to generate output with
the values and labels listed on one line for each set of value labels,
key1 label1 key2 label2 key3 label3....
That will be easy to paste in a syntax file and edit to create the
appropriate VALUE LABELS command.
If all else fails, simply save the table as delimited text
(space-delimited would be easiest, but tab- or comma-delimited would
work just fine), and edit the resulting text file to create the VALUE
