I don't think this statement is accurate. When I first went into
consulting, I licensed Base SAS and SAS/AF as an individual. Even
today, I know of at least one consulting friend who is not a QP and
licenses SAS as an individual. However, single copies of SAS are not
inexpensive (please don't ask me how much... ask SI).
