Try putting  RUN; at the end of the program.  This should do the trick.

Subject:        Interactive SAS (version 6.08) on MVS Mainframe
 
When I submit a program in interactive SAS, I do not receive any data on my
OUTPUT screen.  However, when I give up on waiting for the program to run
and type BYE on the comand line, my output data appears for a second as my
SAS session shuts down.  Does anyone have an idea of what is happening on
my system?  Thanks!
