For each icon, add the following at the end of the command line in Target:

-sasuser c:\Junk (or whatever)

Seems to work for me.

In 6.12, you can do that by assigning the folder to the 'Start In' parameter of the Shortcut Properties of the icon. That assignment makes the designated folder the 'current folder' and is the default folder you get when you do a File->Open type operation.

In Version 7, the same technique seems to make the chosen folder your 'current folder' but the folder referenced when you do a File->Open type operation appears to be determined by the folder you have defined as your SASUSER folder in SASV7.CFG file. The current folder appears to refer to where data set operations (DATA, SET, INFILE and FILE statements), but not the location of the programs. It's as if SASUSER now refers to the folder where the programs go, and the current folder is where the data are. This seems to reverse the previous convention.

Am I seeing this correctly? And is there a way to determine which folder is referenced when you do a File->Open type command? TIA
