The NOMREG procedure is designed to allow estimation of 1-1 matched conditional logit/logistic regression models. See the discussion beginning on page 78 of the SPSS Regression Models 10.0 manual. You can also do 1:1 or 1:N matched models using the COXREG procedure; see Solution 100006203 on the SPSS AnswerNet for more information.

I’d be surprised to find this procedure available in SPSS. Instead, I’d look at a more specialized program (e.g., LIMDEP, http://www.limdep.com/index.htm) used in econometrics.
