National Ocean Service sells these to the public. Please go to
http://acc.nos.noaa.gov/PriceLists/PriceListsIndex.html
NIMA materials are in the right column. Addresses are at the "How to
Order" link at the left.

Of course you need the catalog for NIMA charts to find out which
numbers you need, and it sounds like you have that. The NOS edition
is called "National Imagery and Mapping Agency Nautical Charts and
Publications Public Sale: Region 9, Eash Asia" (SuDoc C
55.440:9/[yr]). There's also a NIMA edition in the D's.

The Display Plotting Charts I believe are relatively featureless
charts intended for hanging on the wall and annotating with your
navigation route. You don't get soundings or any cultural or
physical features along the coast like in the normal coastal charts.
