Michael,
  The Library of Congress has several maps of China online for which you
can download the MrSID file. All are in public domain, the earliest being
1800? and the latest being a CIA map from 1979.  If you go to
<http://memory.loc.gov/ammem/gmdquery.html> and search for China you will
get a list of 24 maps, some of which are regions in China.  Please let me
know if I can be of any other help.
