I see you are writing from the University of Maryland - is your patron
looking for larger scale maps of the DC area? If so, perhaps the 1:4800
(I inch  = 400 feet) United States Coast and Geodetic Survey set
covering DC and vicinity on our site will be of assistance? The
topographic data is circa 1892 but the contour interval is quite small.

I don't think there will be any finer detail map of the area.

Your best bet might be to look into DEM (Digital Elevation
Model).  They might be higher resolution than the
1:24,000 topo, but I'm not sure.  Most of the free ones
are not higher resolution than the 1:24,000 topo.

I think DEM files are simply ASCII number files, so
they need to be processed to get the data out of them.
