Angie, I'd say there's flexibility here. If you catalog them together,
you could use multiple dates, in which the earlier would appear in the
call number. Or you could do separately, following the example of
National Geographic maps that come inserted in the magazine. Even
though they accompany the journal and would have the same date, they can
stand alone and are often cataloged separately, depending on the
library.
You might ask yourself how independent of each other the pieces are,
and which seems dominant and which is the accompanying material. But in
many cases, there's room for cataloger's discretion.

Hello Folks,

I send this out there for group consultation:

I have a map of farming types in England. There is an explanatory
bulletin that SORT OF accompanies it. Here's the deal: the map was
printed in 1944 but the bulletin was printed in 1941 with a note that
the stock of maps were destroyed by enemy action and that the maps would
be reprinted later. I assume the map I have is the reprint from 1944 and
the bulletin is the earlier item. So. Do I need to create two separate
records for the bulletin and the map? If I do one record, what date do I
use...?

It seems like the answer should be obvious but it's escaping me.

Thanks for your help.

Angie
