I am looking for a website or a database or a book that gives
administrative level information of individual country. Any help will be
appreciated.

I can easily find info about administrative level one and two from many
sources including the CIA World Factbook but had no luck in finding info
beyound level two. For example, France is divided into 22
regions(administrative level one) and regions are divided into 96
departments (administrative level two) and departments are divided into
329 arrondissements (administrative level three) and arrondissements are
divided into 3,879 cantons (administrative level four) and cantons are
divided into 36,568 communes (administrative level five).
