It is apparently related to Cecil Naval Air Station just northwest and a
student that works with me, who used to live nearby tells me that the
air station is no longer used. Possibly the octagonal feature is a
series of abandoned airstrips.

Heights

It is not labelled on the USGS maps.
A radio station or military site perhaps?
