Elizabeth (Betsy) Unger Mangan Receives Honors Award for Outstanding
Achievement in Geography and Map Librarianship

The Honors and Awards Committee of the Geography and Map Division,
Special Libraries Association is pleased to announce that Elizabeth
(Betsy) Unger Mangan is the recipient of the Division’s Honors Award for
Outstanding Achievement in Geography and Map Librarianship.

The Honors Award, first presented in 1955, is the highest award given by
the Geography and Map Division of the Special Libraries Association. The
award recognizes a person who has made outstanding contributions to the
fields of geography, cartography, or map librarianship. This year marks
the 30th time the award has been given. Ms. Mangan is one of only five
people who have received both the Special Libraries Association and the
American Libraries Association awards for outstanding contributions to
map librarianship.

Ms. Mangan received her B.A. from the College of Wooster in Wooster,
Ohio in 1967 with majors in mathematics and geology/geography and her
MLS from the University of Pittsburgh in 1968. She began working at the
Library of Congress in September 1968 as a Library Special Recruit. In
March 1969, she transferred to the Geography and Map Division and worked
there until her retirement in July 2000. During her career in the
Geography and Map Division, Ms. Mangan held positions as Cataloger;
Head, Data Preparation and File Maintenance Unit; and Head, Technical
Services. She also served as Acting Chief of the Division from July 1998
until August 1999, and Acting Assistant Chief from December 1999 until
July 2000.   She also was supervisor of the National Digital Library
Program for Cartographic Materials at the Library of Congress from
1995-August 2000. Ms. Mangan received numerous awards for special
achievement and meritorious service to the Library of Congress.

Betsy’s accomplishments are too numerous to cite individually here, but
foremost among them are her contributions to the cataloging of
cartographic materials. She is internationally recognized as an
authority in this field.  Betsy has been a member of the Anglo-American
Cataloging Committee for Cartographic Materials (AACCCM) for over 20
years, serving as Secretariat, the equivalent of Chair, during the last
12 years. The AACCCM published Cartographic Materials: A Manual of
Interpretation for AACR2 in 1982. It is the primary tool for
interpreting application of AACR2 rules in map cataloging. Betsy has
served as editor-in-chief for the second edition of this work that will
be published this year. Her magnificent work on, and dedication to, this
volume can best be described as heroic. In addition to her work with
AACCCM, Betsy is the “author” of the MARC format for maps and played an
instrumental role in the development of automation to provide
bibliographic control for cartographic material. She has been involved
in the publication of several tools to assist with the cataloging of
cartographic materials, including Geographic Cutters and the Map
Cataloging Manual. Betsy also is the creator of the first crosswalks
between the Content Standard for Digital Geospatial Metadata and the
MARC standard, and has written about the Content Standard.

Betsy’s achievements have not been solely in the area of cataloging
cartographic materials. She was involved with the creation of digital
versions of numerous maps in the Geography and Map Division’s
collections. While a member of the Federal Geographic Data Committee
(FGDC), she was a champion for the cartographic community. Betsy also
served as one of the Library of Congress deputy members to the U.S.
Board on Geographic Names from 1997 to her retirement. She has made
numerous contributions to the library profession through her involvement
in professional organizations. She has been Chair of the Map and
Geography Round Table (MAGERT) of  the American Libraries Association,
MAGERT liaison to other organizations, and chaired various MAGERT
committees. She has written for a variety of publications, taught map
cataloging workshops, and presented papers at conferences.

Of special note are Betsy’s leadership abilities and skills both within
and outside the Library of Congress Geography and Map Division, and her
mentorship to others in map librarianship. She excels in her field and
is willing to teach others about it. Betsy saw clearly the directions
that cataloging and mapping were and are taking in the digital realm and
pulled her colleagues forward into a new age of map librarianship and
map access. She continues to have an impact on the activities of the
Geography and Map Division and on map collections and map librarians
worldwide.

It is with great pleasure and appreciation that the Special Libraries
Association, Geography and Map Division, presents to Betsy Mangan the
2003 Honors Award for Outstanding Achievement in Geography and Map
Librarianship.
