Hi Chris!

Linda is correct, there is such an option, but it is only for display
purposes in the 'layout' view:  you can't act on the grid.

i started playing with ET Geowizards last week and it seems to have a lot
of potential for such tasks.

The ESRI CD:  ESRI Data & Maps 2002 (CD 1) has a latlong.shp file that has
attributes for values of 10, 15, 20, and 30 degrees.  By changing how the
map displays, you can make a graticule of any of these divisions.

Now, if you want polygons, that's another story.  I'll actually be doing
that in the next day or so.
