The Library of Congress published a set of city wards maps to 1900 as a microfiche collection. But it's by city. There's was a bibliography first and then they fiched the maps in the bibliography, like they have with other collections, such as the plat books/maps.

Ward Maps of United States Cities, published in 1975. The only city for Illinois in the collection is Chicago and the only city of Louisiana is New Orleans and nothing for Mississippi. However, it says it's a selective bibliography so maybe LC has more maps for smaller cities.

Greetings,

We have been gathering information from the 1850-1880 Population and
Agricultural Census' on Microfilm. Depending on the Census year the data
is broken down geographically by County/Parish, Ward, and Parcel. We are
having trouble finding maps or descriptions that detail Ward boundaries.
We have located sources for County/Parish and Parcel boundaries during
those time periods. Does anyone know of any sources of archival
information or maps for Wards? We are specifically looking at Concordia
Parish, LA and Adams County, MS. Inquires at the US Census and National
Archives have come up empty.  Any help is appreciated.
