My maps collection includes US Depository Program titles, from USGS, from BLM, from Dept of Agriculture, and the CIA maps series.

The first clause is correct. They technically belong to the U.S. Government. They are in your collection so that citizens of the US and others who have need of them can use them. They are to be available to your users, and must at least be accessible to others who might not be part of your usual user community. You are free to establish your rules of access, and if some are ineligible to have full unrestricted access (there may be some users who cannot check out items from your library) they must have a minimal access allowing usage on premises.
Yes, you cannot sell the maps. I am not sure what the other bit means, but surely you are not going to turn government publications into wrapping paper (for example)? And not all of them are maps, so I think "use them as originally intended for their content" might be a more accurate statement.

You are understanding a rather excessive and restrictive application of the rules. You cannot discard items that have not been superseded by later editions or versions of a title, without first obtaining permission from the librarian of the state depository of your state.
If they are superseded, you can discard them or dispose of them. You should not sell them, but they can be given away.
This is how libraries on this list are able to give away maps or other materials they no longer need that were originally received on deposit.
They can be recycled, but don't sell them. If you give them away, it is anyone's lookout. But again, they are superseded, so you are not obligated to retain them according to the rules for depository libraries.

interpretation? This "destroyed" belief (not even recycling the paper) -
that seems to be VERY WIDELY held by government documents librarians -
seems extreme and out-of-date.
