Thanks all for your helpful responses. Many flights flew right up to the edge of the study area and stopped. Isn't that usually the case? I was eventually able to locate 1961 coverage with high enough resolution through USGS's EarthExplorer, although it took some work. Not all the scanned images in a flight show up when you do a search, but if you find a flight that's close to your area, you can sometimes access all the frames in the flight and extrapolate the frame number to go to.
